1/21/00 - FCC Announces No Challenges to Section 255
               from Industry


Chairman William E. Kennard of the Federal Communications Commission
(FCC) announced on January 21, 2000, that the telecommunications industry
has chosen not to challenge the Commission's rules, implementing Section 255
of the 1996 Telecommunications Act. TDI joins the FCC in applauding the
industry for its ongoing efforts to focus entirely on developing and initiating
plans to comply with Section 255. The decision on the part of industry not to
challenge the new FCC rules in the legal system marks a critical turning point
in collaborative working relationships between individuals with disabilities and
telecommunications companies.

Section 255 of this Act was enacted by Congress to provide access to
telecommunications services and equipment for persons with disabilities. By
observing these rules, the industry demonstrates its commitment to helping all
individuals obtain equal access to vital telecommunications services, equipment,
and technology, so ubiquitous in our modern information society. We commend
the FCC once again for its commitment and policy-making efforts to achieve
access and opportunity for U.S. citizens with disabilities in the telecommunications
market. Access to telecommunications services, equipment, and technology
ensures that individuals with disabilities have the same educational and
employment opportunities as every other U.S. citizen.

Claude L. Stout, Executive Director of TDI, stated "the rules are a "win-win"
proposition for both industry and individuals with disabilities alike. While
ensuring that access to individuals with disabilities takes place, the rules also
afford the opportunity for industry to expand their market share to a much
under-utilized segment of the population, and thus achieve their business
objectives. The constituency groups in deafness and hearing loss that we serve
will stand to benefit enormously as a result of this breakthrough. We look
forward to participating fully in the business market, and experiencing higher
standards of living."
